Luis Moncayo


Lieutenant Luis Moncayo is a 17-year veteran of the New York City Police Department (NYPD) with extensive experience in various units, including patrol, anti-crime enforcement, investigation, intelligence, and counterterrorism. He currently serves as the Commanding Officer of the NYPD Shield Unit within the Counterterrorism Operational Support Section.

Lt. Luis Moncayo holds a Bachelor of Science degree in Forensic Science from John Jay College. He has undergone comprehensive training in law enforcement, specializing in counterterrorism techniques, tactics and procedures, intelligence collection, hostile surveillance, and behavioral threat assessment and management (BTAM).

Lt. Luis Moncayo actively fosters collaborations and partnerships with both private and public sectors, including federal agencies such as the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), and the Federal Bureau of Investigation (FBI). His aim is to enhance our security posture against terrorism by establishing mutually beneficial relationships.

In his role as the Vice President for U.S. Affairs at the Global Shield Network, Lt. Luis Moncayo is prepared to assist your organization in establishing a Shield Program that will contribute to the safety and well-being of your community.
