Sergeant Terri Kennedy has been with the Detroit Police Department for the past 21 years. As a native of the City of Detroit, she began her law enforcement career in 2001. As an officer, Sergeant Kennedy worked in various capacities on patrol, which included Special Operations, Eastern District’s Morality/Vice Unit, Eastern District’s Fugitive Apprehension Team, and ATF’s Comprehensive Anti-Gang Initiative (CAGI).

After serving seven years on patrol, Sergeant Kennedy served with the Violent Crime Task Force (VCTF), working with local law enforcement agencies, state agencies, and federal law enforcement partners. At VCTF, Sergeant Kennedy worked various cases and became the department liaison for Crime Stoppers of Michigan.

Sergeant Kennedy transferred to the Michigan High Intensity Drug Trafficking Area (HIDTA), which included local law enforcement agencies, federal partners, and the Detroit and Southeastern Michigan Information and Intelligence Center (DSEMIIC – a division of the State of Michigan fusion center). While at Michigan HIDTA, Sergeant Kennedy reported to the Real-Time Crime Center and the Crime Intelligence Unit, where she became an original member of the Counterterrorism Threat Analysis Team (CTAT). During her assignment at Michigan HIDTA and CTAT, Sergeant Kennedy received a promotion to the rank of Corporal.

Sergeant Kennedy served at the Detroit Police Training Academy, where she served as a Training and Counseling (TAC) Officer for student police officers. Before her transfer to the training academy, Sgt. Kennedy developed the department’s first social media policy training. She taught this valuable piece of training to both sworn and student police officers. She also organized several community engagement events with the student police officers.

After her promotion to sergeant in 2019, she was re-assigned to the Crime Intelligence Unit, where she now leads the CTAT team. In late 2019, she, with four Intelligence Specialists, was assigned to the Shield Program.

In 2018, Sergeant Kennedy received a bachelor’s degree in Criminal Justice after receiving a partial scholarship from the Detroit Police Department and Wayne State University. In 2019, Sergeant Kennedy returned to Wayne State University after receiving the Chief’s Scholars award from the Detroit Police Department. In May 2021, she earned her Master’s Degree in Criminal Justice from Wayne State University.

Sergeant Kennedy has attended numerous trainings and seminars, such as ALICE Active Shooter Instructor, ALERRT Active Shooter Train-the-Trainer Instructor, Instructor Development, Executive Protection Training, and mandated elective training by Detroit Police Department. She is also a recipient of numerous awards and departmental citations.
