Terry Sullivan


Captain Terrence Sullivan began his law enforcement career in 1992 and has served in both the military (United States Air Force) and civilian law enforcement profession. He has served in the patrol, administration and investigative divisions before being the Hanover Sheriff’s Office first officer assigned to the FBI Metro Richmond Joint Terrorism Task Force (JTTF) in 2002.

During his career, he has supported many local, state and federal operations. While serving in the intelligence community, he supported the development of the Predictive Policing Program as well as the development of the Global SHIELD Network in partnership with the New York City Police Department (NYPD). His involvement with SHIELD led to an expanded methodology to include all private sector and community partners.

As a division commander with the Sheriff’s Office, he supervises many external and internal communications. Within his command are Crime Prevention, Public Information Office, Records and Criminal Intelligence Units, which also encompass the Sheriff’s Office Homeland Security initiative, FBI Joint Terrorism Task Force (JTTF) and State Police Fusion Center assigned personnel.  Captain Sullivan has served with the Virginia State Police Fusion Center as the state’s first Intelligence Liaison Officer (ILO) and is currently an Executive Board member and the President of the Global SHIELD Network.

Captain Sullivan is graduate of Newburg Theological Seminary, the Virginia Association of Chiefs of Police Institute for Leadership in Changing Times (ILICT), the University of Richmond’s Professional Executive Leadership School (PELS), FBI Executive Leadership Institute, the Richmond Chamber of Commerce Leadership Lab and the University of Virginia’s National Criminal Justice Command College.  Captain Sullivan is an academic honor graduate from the United States Air Force Military Police Academy, and the Rappahannock Regional Criminal Justice Academy.

Captain Sullivan has received the Air Force Good Conduct Medal and Achievement Medal and the Hanover Sheriff’s Office Dedication to Duty Awards, Meritorious Service Awards, Excellent Service Awards, and Officer of The Year twice. In addition, he was selected by the Virginia Sheriff’s Association as Deputy of the Year and received the Community Builder Award given by the Masonic Grand Lodge of Virginia. Captain Sullivan was also recognized and added to the ASIS “Gallery of Stars” in 2021.
